Right to Information (RTI) Act – Know Your Rights & How to File an RTI
The Right to Information (RTI) Act, 2005, empowers Indian citizens to seek information from public authorities, ensuring transparency, accountability, and good governance. This Act applies to all government-funded and recognized institutions, including schools, colleges, and universities, under Section 4(1)(b) and Section 2(h) of the RTI Act.

Individuals requesting details about policies, admissions, faculty, finances, or governance.
How to File an RTI Application?
Step 1: Identify the Information You Need
Before filing an RTI request, be specific about the details you need. Examples include:
• Admission procedures and eligibility criteria.
• Institutional policies and governance decisions.
• Examination results and evaluation methods.
• Budget allocations and fund utilization.
Step 2: Address the RTI Application to the Public Information Officer (PIO)
All educational institutions must have a designated Public Information Officer (PIO) responsible for handling RTI requests.

Step 3: Write the RTI Application
Your application should include:
• Your full name, address, and contact details.
• A clear and specific description of the information requested.
• Mention of the RTI Act, 2005, for reference.
• A declaration stating that the information is required under the RTI Act.
Step 4: Pay the RTI Application Fee
The standard RTI application fee is ₹10, which can be paid via:
Indian Postal Order (IPO)
Demand Draft (DD)
Online payment (if available)
Step 5: Submit Your RTI Application
You can submit your RTI application in three ways:
By Hand: Visit the institution’s RTI Cell and submit your request in person.
By Post: Send your application via Registered Post or Speed Post to the PIO’s office.
Online: If the institution allows online RTI filing, submit through the designated email or portal.
Step 6: Wait for a Response
The PIO must respond within 30 days of receiving the application. In case the request concerns a third party, the response time may extend to 45 days.
What If You Do Not Receive a Response?
If you do not receive a satisfactory response within 30 days, you can file an appeal with the First Appellate Authority (FAA) of the institution. If unresolved, a Second Appeal can be made to the State Information Commission.
